In a small bowl, combine the water and powdered gelatineand letitsoak for about 10 minutes. Do not stir.
Mix gelatine with cream and sugar
Meanwhile, in a medium saucepan, heat the heavy cream, vanilla extract and sugar to a simmer over medium heat. Stir occasionally to dissolve the sugar.
As soon as it simmers, turn the heat off and add the gelatine mixture, stirring to dissolve the gelatine. If the gelatine does not completely dissolve in 3 minutes, return the mixture to the heat and warm gently until dissolved.
Pour the mixture into ramekins or dessert cups. Chill, uncovered for 2 hours.
